               Short Notes:


               1- The principle of deliberation:


                     The authority of the constitution does not come only from the

                       representation it also requires the procedures adopted to frame

                       the constitution and the values its members brought to their
                       deliberations.

                     Any assembly that claims to be representative, it is desirable that

                       diverse section of the society should participate, it is equally

                       important that they should participate with the interest of thye

                       whole nation in mind.
                     All most all the issues that lies at the foundation of the modern

                       state was discussed with great sophistication. Only one provision

                       of the constitution was passed without any debate was the

                       universal adult suffrage.

                     The Constitution drew its authority from the fact that members of

                       the Constituent Assembly engage in what one might call public

                       reason.
                     The members of the Assembly placed a great emphasis on

                       discussion and reasoned arguments.

                     The voluminous debates in the Constituent Assembly, where each

                       clause of the Constitution was subjected to scrutiny and debate, is

                       attribute to public reason at its best.
