               Key Concepts

                   1.  Human Resource as an Asset

                          o  People are considered an asset (resource) when investments are made in
                              their education, health, and training.

                          o  A skilled, healthy, and educated population contributes productively to the
                              economy.

                   2.  Population as an Asset or Liability


                          o  Asset: When people contribute positively (e.g., through employment,
                              entrepreneurship, education).

                          o  Liability: When they are unemployed, illiterate, or unhealthy, becoming a
                              burden on society.
